The Kremlin said Tuesday that an impressive majority of Soviet voters had decided the future of the country by supporting President Mikhail S. Gorbachev in his referendum on national unity.

Gorbachev government officials moved quickly to read the results of the vote Sunday as a mandate for the Soviet leader to have his way in settling the nation's two major issues: resurrecting the sagging economy and struggling with the Soviet republics over autonomy.
